Enforcement 101 Classroom
Course Description
Who Should Attend:Child support enforcement (CSE) workers who enforce child support court orders within the Commonwealth of Pennsylvania.
Overview and Focus:The focus of the course is on the enforcement of court orders in support cases where the defendant has become delinquent or noncompliant. The curriculum includes the accurate application of the relevant rules, regulations, and statutes, coupled with the effective use of the Pennsylvania Child Support Enforcement System (PACSES).
Topics Addressed:The primary topics addressed in the course will enable a CSE worker to:
- Identify rules, regulations, and statutes for effective enforcement processing
- Identify the difference between financial and non-financial obligations
- Determine if a case is delinquent or noncompliant
- Identify situations employing PACSES automated initiation or manual initiation of enforcement
- Identify administrative enforcement remedies and how they are implemented
- Identify judicial enforcement remedies and how they are implemented
- Explain the process for PACSES-initiated (automated) enforcement remedies
- Demonstrate how to initiate manual enforcement remedies
- Demonstrate how to review the appropriate enforcement reports for efficient case management
- Identify enforcement mail alerts and how they are generated
- Identify the chapters of bankruptcy that affect enforcement processing

Course Level
100 Level These courses provide in-depth instruction on each of the case management processes (i.e. Case Initiation, Locate, Paternity Establishment, Financials, Enforcement, Case Closure, etc) used in the Title IV-D Child Support Enforcement (CSE) Program. The courses vary in length from one to three days and are designed for less experienced CSE staff who require additional knowledge and understanding of individual CSE topics. The training is also appropriate for cross-training personnel in more than one CSE area of expertise.
