Course Description
Who Should Attend:Child Support Enforcement (CSE) workers who are responsible for handling financial issues on a daily basis. It is recommended that workers complete the Financials 101 course prior to attending this course.
Overview and Focus:As a case progresses through the Title IV-D program, various financial issues may arise. Child Support Workers are responsible for dealing with these financial issues. This course covers a variety of financial issues such as order establishment, IV-A referrals for members of multiple cases, distribution to both the plaintiff and the Department of Public Welfare (DPW), retroactive arrears sweep process, among others. In this course, key points are summarized at the end of each topic covered in the Participant’s Manual that can be used as a quick reference guide after completing the course.
Topics Addressed:- The assignment of support obligations to the Department of Public Welfare
- The role of the NNN debt type
- The effect that order issue date and order effective date have on the retroactive arrears sweep process
- The State Collections and Disbursement Unit (SCDU) stop payment process and successful transfer of electronic funds
- The calculation of life-to-date unreimbursed assistance (LTD URA) and reassignment of arrears upon reduction of the LTD URA
- The Federal Tax Refund Offset Program (FTROP) distribution and the processing of collections
- The payments that require Integrated Centralized System (ICS) documentation
- The most effective resources used to complete a case audit
- The appropriate Financial Exceptions Request (FXR) type when submitting a request to the Financial Exceptions Unit (FXU)

Course Level
200 Level These courses provide instruction on emerging issues, new policies, and policy updates. In addition, the courses provide advanced instruction in specific subject areas relating to each of the child support enforcement (CSE) case management processes. The courses vary in length from one to three days and are designed for more experienced CSE staff.
