Support Order Establishment 201
Course Description
Who Should Attend:This course is designed for conference officers, hearing officers, IV-D attorneys, and any other Child Support Enforcement (CSE) worker involved in establishing and modifying support orders. It is recommended that participants complete Guidelines 201 prior to attending this course.
Overview and Focus:A two-day course providing advanced practical instruction on support order establishment, modification of support orders, and conducting a successful support conference—all of which provide a foundation for future processing of a support case. The following topics will be addressed:
- Components to establishing a support order: allocation, unallocation, debt types, medical support, conditions and provisions
- Components to modifying a support order: material change in circumstances; automatic three-year-review, and emancipation issues
- Effective and issue dates when establishing and/or modifying a support order
- Entry of financial and/or non-financial obligations
- Financial adjustments and case holds
- Processing of intrastate and interstate issues related to establishing and/or modifying orders
- Conducting support conferences consistent with Pennsylvania statutes, regulations, rules, policy, and significant case law
- Establishing and modifying support obligations, as well as processing a support conference within the Pennsylvania Child Support Enforcement System (PACSES)

Course Level
200 Level These courses provide instruction on emerging issues, new policies, and policy updates. In addition, the courses provide advanced instruction in specific subject areas relating to each of the child support enforcement (CSE) case management processes. The courses vary in length from one to three days and are designed for more experienced CSE staff.
