Course Description
Who Should Attend:Child support enforcement (CSE) intake workers who are responsible for interviewing clients and process IV-A referrals from the Client Information System (CIS).
Overview and Focus:CSE intake workers often must obtain accurate and complete information from clients, assess paternity issues, and determine proper case construct in order to create a case in PACSES. Additionally, workers must understand the IV-A/IV-D interface and how to process referrals in an accurate and timely fashion. At times, challenging issues arise on how to assess all aspects of the case. Case initiation sets the foundation for the future processing of the case, and correct input of information at intake level is imperative.
Course Competencies:- Use various questioning techniques to gather information from a client.
- Identify important issues such as Good Cause, domestic violence, and non-cooperation during the intake interview.
- Update the Pennsylvania Child Support Enforcement System (PACSES) for issues such as Good Cause, domestic violence, and non-cooperation.
- Identify intrastate/interstate issues and explain options to the client.
- Assess if paternity establishment is necessary.
- Research PACSES and perform member clearance accurately.
- Recognize the impact of initial member research limitations.
- Identify duplicate member situations.
- Update PACSES with member information.
- Identify minor members in PACSES.
- Determine what action is necessary on a minor member case.
- Determine when and how the Never Assign to Welfare (NNN) debt type should be used.
- Recognize the impact of failure to identify minor members.
- Determine how the IV-A referral is received in PACSES and determine when it should be processed after identification of a minor member case.

100-Level Online
These courses provide in-depth instruction on each of the case management processes (i.e. Case Initiation, Locate, Paternity Establishment, Financials, Enforcement, Case Closure, etc.) used in the Title IV-D Child Support Enforcement (CSE) Program. The courses allow the participant to work at their own pace using case studies. The courses are designed for less experienced CSE staff who require additional knowledge and understanding of individual CSE topics. The training is also appropriate for cross-training personnel in more than one CSE area of expertise.
Working With the Military in Child Support Matters
This course focuses on how to work efficiently and effectively with military personnel, using procedures and methods consistent with the Federal and State statutes, regulations, and rules that govern military child support matters and the Title IV-D Child Support Enforcement (CSE) Program
