Intrastate Family Support Act (IFSA) Workshop

Course Description

Who Should Attend:

Domestic Relations Section (DRS) and Bureau of Child Support Enforcement (BCSE) staff who need to have a working knowledge of intrastate case processing within Pennsylvania.

Overview and Focus:

The workshop focuses on application of the intrastate case processing principles set forth in DRS Memorandum 2007-17 in order to maximize the effective and consistent processing of intrastate cases in a standardized manner.

Topics Addressed:

The primary topics addressed in the workshop are the following:

  1. Overview of the principles set forth in statute, rule, and policy for intrastate case processing
  2. Detailed review of DRS Memorandum 2007-17, including:
    • Key concepts
    • Differences from prior DRS Memoranda
    • New requirements
    • Additional tools
    • Report (if available) of types of Intercounty Standardization Committee (ISC) referrals and BCSE decisions
  3. Discussion and analysis of field scenarios with case circumstances that compound the effective and consistent processing of intrastate cases, such as:
    • County differences in application of Rule 1910.19(f) of the Pennsylvania Rules of Civil Procedure (Pa. R.C.P.)
    • Interstate considerations
    • Case closure concerns
    • Frequent and/or repetitive noncustodial parent (NCP) moves
    • Factors considered for transfer/registration
    • Bench warrant assistance
  4. Necessary paperwork, Pennsylvania Child Support Enforcement System (PACSES) steps, and communications requirements associated with paternity and support order establishment, registration, and transfer actions
