Course Description

Overview and Focus:

The focus of this resource material is recent and upcoming changes affecting the financials subsystem in PACSES.

Title 23 of the Pennsylvania Consolidated Statues (Pa. C.S.) was updated to comply with mandatory and optional provisions of the Federal Deficit Reduction Act (DRA) of 2005.

Title 1910.16-7(d) of the Pennsylvania Rules of Civil Procedure (Pa. R.C.P.) was amended as a result of Recommendation 90 which modifies the distribution priority of obligations.

The primary topics addressed in the course/workshop are the following:

Legislation and PACSES processing related to the annual Federal user fee with case examples of specific scenarios.
Background and legislation related to support pass-through (SPT) .
Background, legislation, and distribution changes specific to Federal Tax Refund Offset Program (FTROP) collections.
Legislation related to the assignment of support with more detailed information to follow at a later date.
Spousal distribution changes related to Recommendation 90, including the conversion process to new spousal-only debts on non-IV-D cases and the impact on distribution of support collections with examples of specific scenarios.
