Keith was hired by the Somerset County Domestic Relations Office as an Enforcement Officer in 1995. From July 1998 through March 2000, Keith served as a Conference Officer, after which he advanced to the position of Assistant Director. Keith had hands-on experience with establishment of support orders, enforcement of support orders, interstate processing, intrastate processing, and locate processing in PACSES. He was responsible for training of new officers in PACSES and in processing cases. Keith served as a member of the DRAP Legislative Committee in 2001–2002.

Keith joined PACSETI in July 2002.
