Tracy began her extensive child support career in 1991 with the Berks County Domestic Relations Section (DRS). She worked as an Establishment Conference Officer, handling both interstate and local cases, and focused on the establishment and modification of child support orders. She was then promoted to the position of Senior Establishment Officer in which she focused on complex case issues and Conference Officer training. Tracy joined the Berks County DRS Management Team in 2001 as the Intake Unit Manager where she managed intake services and personnel, and developed procedures for effective and efficient services to DRS clients. Tracy then moved on to manage the Client Service Unit and staff, with a focus on training and procedures to enhance services to clients. Tracy returned to the Establishment Unit as the Establishment Unit Manager in 2005, supervising both professional and clerical staff. In 2006, Tracy advanced to the position of Deputy Director in the Berks County DRS. In this position, Tracy focused on program review, development and compliance. She also assisted in the supervision and training of staff and management, assisted judicial and court administration staff, performed PACSES administration responsibilities, and was responsible for developing and delivering training programs to managers and staff.

Tracy joined PACSETI in September 2008.
